The Merseyside Rights of Way Improvement Plan or ROWIP is a 10 year strategic plan for improving local rights of way for all types of user. Section 60(5) of the Countryside and Rights of Way Act 2000 placed a statutory duty on all Highway Authorities to produce a ROWIP. Following extensive research and consultation with stakeholders and user groups the Merseyside ROWIP is now approved and will be published shortly in accordance with the statutory guidance.
