SEA/HIA
The Strategic Environmental Assessment, SEA, is required by both UK and EU law however the Health Impact Assessment, HIA, is not. The LTP partners believed that the links between transport and health required a new HIA to follow on from the one carried out in 2000.
UK law states the SEA is there to ensure the environmental impacts of the LTP are properly assessed with any potentially negative impacts minimised and positive aspects maximised.
A set of social, health and environmental objectives are identified for each area and then the SEA and HIA assesses the LTP to see how it affects those objectives. The assessment looks at the LTP as a whole and not at any one project within it.
